| SCOPE OF WORK |
| South Health District is soliciting proposals from qualified financial institutions to provide full-service banking for its operations. Services required include depository accounts, interest rate structures, deposit courier services, merchant payment processing, and a commercial credit card program. South Health District currently holds an operating account, (14) deposit (fees) accounts, a money market account, and an account for insurance processing payments. This request is in accordance with applicable Georgia statutes (including O.C.G.A. § 45-8-12) governing the deposit and management of public funds. | Respondent must detail services and terms for: Deposit and interest-bearing accounts Interest rate structures and formulas (tiered, indexed, or negotiated) Availability of sweep accounts or investments, per state law Account analysis services and monthly reporting Online banking and dual-authorization controls Compliance with collateralization or public deposit insurance requirements Fraud prevention service Bank payment files Deposit Courier Services We require periodic (daily, weekly, bi-weekly, etc.) physical deposit pickups. Courier service availability in the counties listed below: Ben Hill, Berrien, Brooks, Cook, Echols, Irwin, Lanier, Lowndes, Tift, Turner Fees per pickup/location Security and insurance policies Process for tracking and proof of deposit Timing of crediting and cutoff times Merchant Services We currently accept credit card payment and are evaluating new solutions. Merchant fee structure (interchange, discount rates, transaction fees) POS and online integration support Compatibility with local systems Physical terminal specifications and capabilities Commercial Credit Card Program We are seeking a program for employee and department-level purchasing. Card options and credit limits Integration with accounting systems Fraud protection and user controls (category blocks, purchase approvals, etc.) Receipt capture Desktop and mobile application for administrative users and employees Requirements: Please include the following in your response: Executive summary of your firm and experience with similar clients Detailed response to each of the Scope items above Proposed fee schedule (banking and merchant solutions) Key relationship manager contact(s) Public sector references (state, municipal, school district, etc.) Proposed implementation plan and timeline Documentation of insurance, FDIC coverage, and collateral requirements compliance Value-added services, including fraud protection, mobile banking, treasury management, etc. Proposals may be evaluated based on the following: Interest rates/financial value Merchant service fee structure Commercial credit card features, administrative functions Experience with governmental clients Security, controls, and compliance Customer service and support Technological capabilities Implementation plan References The selected institution must comply with all state and federal laws applicable to the deposit and management of public funds. |
